PHP calling of remote files - Security Update

Following a number of outages and disruptions caused by poorly coded scripts we have instigated several security updates.

One of these blocks any attempt to call remote php files via http - we recognise this may disrupt a few number of sites but feel the wider security and reliability of the network must be our paramount concern.
